The deciding factor is the percentage of damage done to the monster.

If the Summoner only shaved the monster’s HP by 20%, while the rest of their party members did the remaining 80%, they wouldn’t be able to tame it no matter how high their Luck is. If it’s the reverse, however, the odds would be high.
