"Capt'n, are you sure we can do that?"

"We can, of course we can," He said slamming his hand onto the table, "If we want to resist the Noxian influence, education is a necessary thing, we can't have just the rich do that and have the poor rot in the low class can we? A real empire has education."

"Won't your opposition gain from this?" One of the generals asked, "Capt'n, what will happen if you are kicked from power?"

"Then shall it be, but we can't resist the Noxians if we follow their monarchic ideas, once the society has settled down we will set up a democracy, we will have elections, I hope the people will be loyal to me but they are people, opinion is important."

"But what happens if the new leader gets rid of the policy and allies with the Noxians? How will we deal with that?"

"What idea is that? We have time, hatred for the Noxians is something that even the children have," He laughed then slammed his hand on the table, "The leader will have total power for 8 years, nothing shall change this time."

"You piece of shit!" A general got up and shot at Hugo. The bullet stopped in mid air. Hugo closed his fist and his gun fell to the ground, in pieces.

"How so?" He said as he grabbed the bullet, "Poison, huh, wanted to make sure I died, not like last time," Hugo shook his head, he snapped his finger and the man was forced to walk up to him by two other generals, "I knew someone hated my ideas, reveal his shoulder. Not Noxian? Why did you do that?"

The man spat in his face, "We can't let the people decide on the future of this empire, they are idiots and will vote in their interests," Hugo sat down.

"Continue," He gestured with his hand.

"Allowing people to vote will make it so that the people will want short term, not long term, with a powerful figure at the head of this empire is the only way we can survive!"

"Then why kill me?" He rested his chin on his hand.

"You aren't Bilgewater, how do we know if you aren't an undercover agent for the Noxians? Huh? How do we know that you want to allow the Noxians to attack? How do we know we will protect us?" The general spat in his face, "We have never seen you fight, how do we know you actually fight?"

Hugo lifted his head, "You need proof? Who controls the leviathans? Who has protected you for 22 FUCKING YEARS?!" He changed his hand into a blade, "Who knows what a demonborn is? I don't think that an uneducated nation with no political opinion can survive more than how long it has survived for the moment without being absorbed by the other kingdoms," He made his hand back to it's normal form, "I don't need you in my army if you don't trust me nor in the intelligence of the empire."

"What are you going to--," Hugo drove his dagger into the man's stomach. He pulled out his gun and fired a single round between his eyes. Blood splattered on the wall and the floor, his lifeless body was dragged out leaving a small trail of blood. Hugo turned to the other generals.

"If someone wants to kill me, try building an opposition against me at the elections instead, they will happen in two years from now, but in the meanwhile," He turned to his advisers, "Try to write up a decree to set up an educational system, take your time, we need a perfect system."

"Very well, Capt'n," He walked out of the room with his arms crossed behind his back. The generals saluted him. He walked the empty streets. Deserted hours before, a soft wind blew through the city. He walked past the still lively tavern. He turned when a voice called him out.

"What side are you on?"

"Who are you?"

"Get ready for a little fight, the creator decided to let me challenge you to a duel," He laughed, "I am Jarvan the Third, the God of Evil, get ready for an ass kicking."

Hugo changed his arms into two double edged blades. Is he lying? How could the creator allow this? He stood in front of Jarvan the Third.

"So you really do want a fight? And did you think about Cassidy? About our deal? About the suffering?" Hugo ignored him and leaped at Jarvan. Jarvan lifted his arm swiping the blades away, "I am a god, I can't die to you," Hugo went to kick him, but Jarvan dodged it, again and again, Jarvan dodged his attacks, he rolled his eyes and yawned, "You know I don't actually want to fight you, how would the creator break his own rule that he set for us? I have to leave you, I have a Demacian campaign to watch, ciao," Hugo swung his arm at him but it went right through him as he vanished. That piece of shit. He regained his human form and walked back to the house. How could he dodge every single hit, I need to train more, not with my powers but just as a human, a simple human. He unlocked the door and opened it. Cassidy was sitting on the edge of the bed, her ears stood up straight as she heard the door open, she turned her head and smiled. Her tail wagged behind her.

"Happy to see me?"

"How can you guess?" She got up and walked towards him, "What took so long?"

"I decided to start a real educational system," He said as he kissed her cheek, "I thought that it would be a good reform for our empire."

"Education?" She said as she lifted away from his shoulder, "What next? Democracy?"

"Yeah, that should be happening in two years," He said, "Does that trouble you?"

"I don't know, but, we don't even have real peace, we are at war."

"I know, but we have the warring policy, we have a good enough production of food," He said as she sat down at the table, "So do you want to have fun? Or just talk?"

"I want to know more about this," She said tapping her fingers on the table, "Sit down, talk to me."

"Okay," Weird, what did I do that threw her off of her mood? "Sure, what do you want to talk about?"

"I don't know, what is your plan, with these reforms, I am your wife, people don't see me as a whore anymore, I am immortal like you, I should be aware of these things."

"Um, okay then, so I decided with the temporary peace we have and that should last for a little while to improve our society, you know, like give them chances to flourish like the Shuriman, you know what I mean, right?" She nodded as she gently combed her hair, "Well, I gave my advisers the task to plan out the educational system that I will review once it is done. Um, what else? Um, it isn't like I will get beaten at the first elections, unless I allied myself with the Noxians, I shouldn't," He laughed, "It will be in two years, so education should be set up and the people should be loyal to me still."

"I hope, but let's say you fail, what would we do?" She said as she started combing her tail very, very gently, "Like, where would we go?"

"I see why you are worrying, but if I lose it isn't because they want to kick me out of the empire but just want a change in the direction of the empire, you know like--," He turned when someone interrupted him.

"Good evening," He said, "I think you can both guess who I am, I am Silnoisnalbis, the God of Good, just call me Sil."

"Can you just not use my physique when you appear here? It is kinda weird, I feel like I am talking to a mirror."

"Sorry about that," He said as he took his original form, "Is this better?"

"Yeah, I guess," He said, "Why did you come here?"

"I came here to thank you," He said as he pushed his hair out from in front of his eyes, "Well, I have to return to my realm but I hope Jarvan's curse on Cassidy doesn't make you change opinions," He faded, and Cassidy and turned and looked at Hugo weirdly.

"What curse on me? What is he talking about?"

"For fuck sake," He said as he face palmed, "Well, um, Jarvan well, wanted to get rid of my warring policy, but then this guy, the God of Good, came to me and explained how I could bypass his deal and that you had already chose to do the same."

"Wait what?" She looked up surprised and stopped combing her tail, "What did I do?"

"Well, his punishment was to remove the possibility of me to pleasure you or for you to feel any sort of lust, so he gave you those add-ons, the tail and the ears, to get rid of that problem," He explained, "And so, yeah."

"Maybe you can show me what they do?" She said as she pulled off her shirt, "Maybe these things are a remedy to that curse."
