So apparently you can see what really resembles a hanging person within the original VHS version of the Wizard of Oz. It's generally known as the hanging Munchkin.

The filming itself was also full of issues and accidents. For example the original tin man nearly died due to the aluminum makeup he had to wear. The replacement tin man got an eye infection even after they changed the aluminum powder into a paste.

The actor who played the witch got 2nd degree burns on her face and 3rd degree burns on her hands. Her stunt double also received very severe burn wounds and hers were caused by the "broomstick" exploding.

I also saw one article that stated how Judy Garland (the actor who played Dorthy), was on a horrendous diet during the shoot consisting of: chicken soup, black coffee, four packs of cigarettes a day, and diet pills every few hours.

There's just way too much controversy surrounding the film for it all to be false.
