The tonnage of Ka-28 is heavier than that of zhi-9 and zhi-12, and its anti submarine capability is even more prominent. However, as an imported product, the supply of goods is naturally limited. It's OK in peacetime. What if in wartime, the consumption is too large and people get stuck?

All of these make the Navy urgently need a large shipborne helicopter to adapt to multiple tasks.
